NPD16-Responding to a Changing Arctic Ocean: Canadian and Russian Experiences and Challenges

Facing a new development era, growing global interest in the region, and with most of the Arctic coastline falling under the jurisdiction of Canada and the Russian Federation, it is timely to examine Canadian and Russian approaches and challenges in Arctic ocean governance. With support from the Donner Foundation, leading Canadian and Russian law and policy experts compared national approaches and challenges in the areas of maritime security and defence; maritime boundaries and jurisdiction; Indigenous rights and interests; marine protected areas and networks; shipping safety and environmental protection measures; offshore oil and gas operations; fisheries management; and climate change mitigation and adaptation in light of the serious threats posed in the Arctic. This panel discussion will focus on the similarities and divergences in national ocean governance approaches and suggest future directions for strengthening bilateral cooperation and enhancing coastal and ocean governance at the national level.
